If you would like to let the Committee know your position on a bill, we strongly encourage you to send us your comments in written form. Position letters and other correspondence may be submitted through the Advocacy Portal, e-mail, letter, fax, or e-fax. Please view our Letter Policy Page before submitting a support or opposition letter. The Committee's letter deadlines the Tuesday before the hearing at 12 p.m. (unless stated otherwise). For example, if a bill will be heard on Tuesday, March 28, the letter deadline is the Tuesday prior, March 21 at 12 p.m. Please note that any letters submitted after the deadline may not be reflected in the analysis. Any letters received will be kept as part of the Committee's official legislative records and may be read into the record or reprinted.


JURISDICTION: Bills amending the Civil Code, Code of Civil Procedure, Evidence Code, Family Code, and Probate Code. Bills relating to courts, judges, and court personnel. Bills relating to liens, claims, and unclaimed property. Bills relating to privacy and consumer protection.


As of February 28, 2023, the Governor terminated the state's COVID-19 State of Emergency. Procedures put in place to accommodate the pandemic restrictions have been reverted back to pre-pandemic practices. Teleconference testimony during committee hearings will no longer be available.

The Senate continues to welcome the public and provides access to both in-person and written participation for public comment. If you are unable to attend a hearing in person, written comments or testimony can be provided directly to the committees by emailing the committee or utilizing the Advocacy Portal.
